Concept — Affordable Market Housing on Lot 64 (937 Rivendell Drive), Cates Hill

 

November 25, 2014
We submitted a rezoning application to the Municipality to permit the stratification of one building with a home plus secondary suite on each of Lots 62, 64, 65, and 68 on Cates Hill so that the home and suite on each lot could be owned separately. The proposed rezoning is intended as a “pilot project” to explore public opinion about housing diversity and affordability.

July 21, 2015
We submitted an amendment to our rezoning application to the Municipality to permit stratification of one building on each of Lots 62, 64, 65, and 68 on Cates Hill so that the secondary suite can be separately owned by a “secondary owner.”

September 29, 2015
After considering a report by the Community Planner regarding our application for rezoning to permit stratification of one building with a home plus secondary suite on each of Lots 62, 64, 65, and 68 on Cates Hill, Bowen Island Municipal Council decided to refer the application to the Advisory Planning Commission, and directed Municipal staff to prepare a Land Use Amendment Bylaw that would allow the proposed changes.

November 20, 2015
We published an island-wide mailout providing information about the pending rezoning for Lots 62, 64, 65, and 68 on Cates Hill.

December 14, 2015
Bowen Island Municipal Council gave the first of four readings to a bylaw that would permit the requested rezoning for Lots 62, 64, 65, and 68 on Cates Hill, and Council instructed Municipal planning staff to refer the bylaw to the Islands Trust and to municipal departments.

January 13, 2016
We held an Open House for the public to provide information and to answer questions regarding our application for rezoning of Lots 62, 64, 65, and 68 on Cates Hill.

March 8, 2016
We submitted a letter to the Island Community Planner for Bowen Island Municipality regarding the proposed rezoning of Lots 62, 64, 65, and 68 on Cates Hill, advising that substantial increases in construction costs have made the targeted price points no longer attainable, and responding to three issues raised by some members of the public regarding the proposed rezoning.

March 14, 2016
Bowen Island Municipal Council gave second of four readings to a bylaw that would permit the requested rezoning for Lots 62, 64, 65, and 68 on Cates Hill, and referred the proposed bylaw to a public hearing which is yet to be scheduled.

May 5, 2016
We received a Notice of Public Hearing from Bowen Island Municipality that the Public Hearing regarding the proposed bylaw will take place on Monday, May 30, 2016 at 7:00 pm at the Municipal Hall. We understand that this was an island-wide mailout.

We published an island-wide mailout, part of which addressed the upcoming Public Hearing for the proposed bylaw that would permit the requested rezoning.

Council held the Public Hearing for the proposed bylaw (Land Use Bylaw No. 57, 2002, Amendment Bylaw No. 401, 2015) at the Municipal Hall. Here are the minutes for the Public Hearing.

Bowen Island Municipal Council gave Third Reading and final adoption to Land Use Bylaw No. 57, 2002, Amendment Bylaw No. 401, 2015. Here is a PDF copy of the Amendment Bylaw. This pilot project can now move forward to see how the housing market will respond to this idea.
